Salary Range: $131,575 to $168,421, depending on experience (2022–2023 Scale)

OUR ORGANIZATION
The Conseil des arts et des lettres du Québec (CALQ) is a provincial Crown corporation whose mission is to support artistic and literary creation, experimentation, production, and dissemination throughout Quebec. It also promotes the visibility of artists, writers, and artistic organizations, both within Quebec, across Canada, and internationally.

DUTIES AND RESPONSIBILITIES
The Human Resources and Administration Director organizes, directs, coordinates, and evaluates all activities and resources of their division (7 employees), in accordance with the organization’s policies, objectives, guidelines, and values. While actively participating in the operational and developmental activities of their division, the Director must:
- Analyze, guide, and recommend the adoption of policies, standards, practices, and procedures related to human, financial, material, and informational resource management;
- Develop the division’s annual action plan in line with CALQ’s strategic directions and ensure its implementation and achievement of established objectives;
- Plan CALQ’s overall budget cycle, prepare annual and three-year forecasts for activities (financial assistance, operations, and investments), recommend approval to the Board of Directors, and ensure ongoing and rigorous follow-up;
- Daily review and approve various accounting operations and oversee human resources management decisions in accordance with current agreements and Treasury Board directives;
- Act as the head of the Québec office.
As a member of the Executive Committee, the Director also contributes to internal governance decisions, strategic planning, policy approval, and budget preparation.
REQUIRED PROFILE
- Bachelor’s degree in a relevant field (HR, administration, accounting, management). A professional accounting designation is an asset;
- 11 years of relevant professional or managerial experience, including 8 years in human, financial, and material resource management, and 5 years in supervisory and managerial roles;
- Excellent written and spoken French. Knowledge of English is an asset;
- Strong public service and ethical orientation, demonstrating judgment, tact, and discretion in interactions with clients and stakeholders;
- Highly developed planning and organizational skills. Recognized for operational and project management abilities;
- Strong political and strategic skills, with vision and decision-making capacity;
- Innovative mindset and interest in the evolution of HR practices. Recognized for mobilization skills and ability to create a healthy work environment;
- Personnel management skills and experience in labor relations in a unionized environment;
- Ability to work under pressure, manage a heavy workload, and meet tight deadlines. Versatile and autonomous: demonstrates initiative, rigor, transparency, and fairness.
